Blair Constant

Biography
Blair Constant is a partner at Couhig Partners, LLC, where his practice includes general and commercial litigation, government entity defense, insurance defense, mass tort, premises liability, and personal injury. In addition to his litigation practice, Blair brings deep experience in special master work, mediation, and complex dispute resolution.
Blair has mediated more than 2,000 cases and is a certified mediator with extensive experience resolving disputes involving property insurance claims, construction defects, personal injury matters, and complex corporate issues. He has served as a court-appointed special master in mass tort, hurricane litigation, and corporate dissolution matters, and has also been appointed as a court-appointed liquidator in corporate dissolution disputes.
Blair frequently consults with clients on navigating the various levels of state and local government, providing guidance on regulatory matters, administrative issues, and governmental processes.
Before transitioning to civil litigation, Blair spent fourteen years with the Jefferson Parish District Attorney’s Office, including ten years as an Assistant District Attorney, where he prosecuted major felony offenses in the Felony Trials Unit, including homicides, armed robberies, and child sex abuse cases.
He later served as Deputy Chief of the Juvenile Unit, overseeing juvenile prosecution, Families in Need of Services matters, Child in Need of Care cases, IV-D Child Support matters, and administrative operations. Blair created the District Attorney’s Assistant District Attorney Training Program, contributed to legislative agendas, and briefly served as the office’s Legislative Liaison.
In civil practice, Blair was appointed by the 24th Judicial District Court as Special Master for all property damage cases related to Hurricane Ida, where his group achieved a 97% resolution rate. He has also mediated and special mastered matters statewide relating to Hurricanes Laura, Delta, Zeta, and Ida, as well as multiple tornado events.
