Gary J. Rouse

Biography

Gary J. Rouse has devoted over five decades to the practice of commercial and construction-related law, bringing deep experience and a practical, detail-oriented approach to complex matters. His practice focuses on commercial litigation, construction law, fidelity and surety defense, director and officer liability defense, real estate development, and appellate practice.

Mr. Rouse represents owners, developers, contractors, subcontractors, surety companies, financial institutions, and insurance companies in a wide range of matters. He has prepared documentation for real estate development and construction projects, including financing packages and related project documents, for developments with a cumulative value exceeding $200 million.

His construction law experience spans both public and private projects across Louisiana, Nevada, Texas, Alabama, Mississippi, Florida, and Georgia. Mr. Rouse has extensive experience litigating matters under the Federal Miller Act, the Louisiana Private Works Statutes, and the Louisiana Public Works Act. His work has involved a broad array of construction-related issues, including airport runway paving, commercial parking facilities, foundation subsidence, high-rise curtainwall installation, water intrusion and glazing failures, wastewater treatment plant construction, drinking water delivery systems, and moisture and mold issues related to window and wall system failures.

In addition to his construction practice, Mr. Rouse has practiced extensively in director and officer liability matters, as well as financial institution and fidelity bond coverage. He is the author of “Emerging Theories of Lender Liability, The Decision to Defend and Payment of Defense Costs Under the 1986 Form 24 Financial Institution Bond,” published by the American Bar Association. He is also a contributing author to the American Bar Association publications “Annotated Financial Institution Bond, Second Supplement” and “Bond Default Manual, Extra-Contractual Damage Considerations.”

Mr. Rouse received his Juris Doctor from Louisiana State University in 1970 and subsequently served as Senior Law Clerk to the Honorable Nauman F. Scott of the United States District Court for the Western District of Louisiana. Outside of his legal practice, Mr. Rouse has dedicated more than 30 years to service with the Greater New Orleans YMCA, including service as Chairman of the Board of Directors.
